Hotfix for a couple odd Paper behaviors: - Downgraded XSeries because latest version isn't available on Paper's maven mirror - Ignore errors in mapping version checking, Paper removed the API for that No need to upgrade if you're running Spigot

Quick fix for a critical bug with attributes, affecting cosmetics that go in armor slots as well as some menus. Also includes an attempt at ignoring non-Citizens NPCs.
