Port of the Time in a Bottle from Random Things to Fabric 1.16.2+.
The Time in a Bottle is a neat gadget that 'collects' time while in your inventory. It's only possible to carry one at a time.

- Changed config system, doesn't uses MicroConfig anymore.
- New config entries:
* speed-levels is an array of Integers, the order of the Items in the array matters.
* duration is the amount of seconds the AcceleratorEntity persists.
* time-second is the amount of ticks to add to the Time in a Bottle every second.
* max-time is the max amount of ticks a Time in a Bottle can store.
