Description
Adds simple colors and foramtting to signs, names in anvil, and books using Placeholder API. Signs will keep their formatting even when you edit them, as well as items.

- Signs: without the sign perk, unchanged lines keep their formatting and edited lines keep tags/&-codes that were already on them; originals updated for every edit
- Colors only behind the chat perk: styles and markdown for everyone, named color tags fixed, no markdown links, InteractiveChat-style [item]/[inv]/[echest]
- Format signed book pages with full styling and gradients
- Chat markdown: [text](url) links and quotes; only color and style tags
- Profile links moved to PandaProfileLinks; /msg and /r formatted like chat; optional firstJoinMessage
- Permissions per feature (formatting stripped without them), [item]/[inv]/[echest] chat links, /namecolor, clickable profile link on player names
