Power Grid Dynamic Motor w/ CC

Adds CC peripheral support to Create: Power Grid Constant Speed Motors. Allows you to set a decimal rpm output (Useful for Create: Aeronautics potentially... (The real reason this mod exists)) and get the current target motor speed as well.
