Fix Minecraft 26.3: worlds failed to load ("No key items" in the version probe) and held leads were never made usable on mobs. Now supports 1.21.1 through 26.3. Forge and NeoForge: the update checker no longer reports a freshly installed jar as outdated. Tested on real servers before release: every supported version from 1.21.1 to 26.3 on vanilla, Paper, Fabric, Quilt, Forge and NeoForge, plus in-game bot tests on 1.21.1, 1.21.4, 1.21.11 and 26.3.

Patch release. - Add explicit top-level pack_format: 88 to pack.mcmeta. Previously only min_format/max_format were set, which Paper 1.21.11 accepts but stricter loaders or older Mojang codecs reject as an Incompatible Pack. - Widen max_format from [999,0] to [9999,0] so future 1.21.x point releases continue to load. No gameplay changes.
