Fix an issue where listeners will be re-registered after /ew reload

Added command /ew open [type] [player] to force open a GUI for online player by command, can be run in console or players with permission (enchantmentworkbench.command.open.others, default op) 3. ## (Reuploaded) Optimzation - Duplicated Enchantments Add a enchantments duplication check in vanilla enchantment provider, in case of other plugin causing duplicated enchantment registry on server start, or reload process.
