Updated for 1.21.11

Updated for 1.21.10

Updated pack.mcmeta for 1.21.7-1.21.8. I cannot wait for the minimum and maximum datapack versions, that will make this so much easier...

Updated the datapack version to be more efficient: - Don't re-apply effects if they are already applied - Don't re-calculate the constants table every tick - Update effects once every 5 ticks instead of once per tick

This version doesn't have nearly as good randomization (as any kind of randomness is difficult with commands). On the other hand, it's a datapack, so it's far easier to install.

This was a previous version I made that works with NeoForge. However, I abandoned it because multiplayer doesn't seem to work.
