Fixed everything and updated to NeoForge 1.21.1

1. Fixed bug with scroll bar when you tring to scroll it using mouse click 2. Now when you open capes menu every page will save to file cache.json in config folder to improve loading speed in cost of few kb of storage (You can disable this in settings) 3. UI changes
