loosen version requirements for fabric API, add iron tool requirements for mining, and add item drops

Thanks to [LemmaEOF](https://modrinth.com/user/LemmaEOF), the mod has been backported to 1.21.1, with a quite a few new features, to boot. - EMI compat: - Exclusion zone support, so items shown in EMI will move out of the way for a window - and its interface as a whole will be offset downwards so as to not overlap the menu bar. - Bill of Materials window, which shows EMI's synthetic favourites in window form. - Scanner window, to show information on the currently hovered block or entity. - LemSlate, with a lovely green colour. - The Window Manager will inherit the colour of the TabSlate you use, and window theme colours will persist between sessions. - The Window Manager is now serialised, so player death or reloading should now not clear one's windows. - Files now hold the Window State, instead of Paita. - Actual recipes, with Sokima being a mix of blackstone and deepslate, and requiring a 'Palati Pisa' - found in various lootable chests at a 10% chance. - Neoforge support, via Connector.

concurrent modification fix, prevent running close() on non-windows when trying to close just windows

allow translation-like entries for non-translations. supports linking to other dictionary entries. dictionary entries scrollable, no longer permanently offscreen if enough elements in an entry. adds a modfest-themed tabslate, and actually includes the language datapack, hence the oversights/bugs just fixed now. if any issues are present with the translations, please raise an issue on the tracker - any assistance improving them would be greatly appreciated! the included datapack is quite rough, but has at least a few more words than the example. :P

fix an overlooked mild memory leak due to refactoring (order of ~10kb)

working Linate menu, files are now able to handle many types of data, not just lists, checklists are now checkable, notes have been added, as well as error boxes, and an about window. Inclusion of a rough Lisatopan dictionary by default pending additional proofreading.

adds dyeable file items which can save the new to do lists, also added a couple blocks which match the tabslate - headsteles can also now be dyed

rudimentary dictionary functionality complete, block and items are in, if not craftable yet, and internal dictionaries are networked.

basic window functionality, can show a basic summary of language words and player inventory. nothing too much yet.
