Makes changing hotbar slots with keybinds instantaneous

In vanilla Minecraft, the hotbar slot can only change once per tick, with the slot having the highest index being selected.

This mod decouples hotbar slot switching from game ticks, allowing for an unlimited number of slot changes within a single tick. This enables faster attribute swaps, stun slams, and other PvP techniques.

The mod does not introduce any prohibited mechanics, as it is already possible to switch slots an unlimited number of times in a single tick using the mouse wheel.
